Spec must support any new CIP claims
For any new claims in a CIP, you have disclose full context and related details. The risk is if the Examiner says there is not enough explanation of how to implement it and how it works then it could be fatally rejected.
No more explaining description would be needed so long as the new claims are just top level functional features that do not depend on or impact anything else in the system, or otherwise require an explanation of how to enable them to work as intended, then no extra description would be needed.
If Examiner says there is not enough explanation of how to implement it and how it works then it would be rejected for insufficient claim support, and it would be a fatal rejection if we needed to add new details to support the new claimed features/functions (as described above) because after filing time no "new matter" is allowed
